Italia 90

Italia 90 had to be the worst World Cup ever.  Characterized by cheating and featureless dull defensive tactics, Italia 90’s contribution to soccer was to demonstrate to FIFA that rule changes were necessary…  The rule changes changed the game for the better, and soccer has never sunk to such a poor state since.  There were some good games, notably Germany V Holland, Brazil V Argentina and Cameroon v. England, but the final was a travesty of cheating and poor sportsmanship by Argentina, and unadventurous play  by Germany.   It was not only the poorest world cup final in history,(thought it was nearly matched by the final four years later in the USA, a dull 0-0 affair sorted out by penalties) but one of the poorest soccer games EVER!
